I want to buy a licensee for a domain, but I have a question.
I have two domains regional .pl and .com for the same website.
Should I buy for two of them or the licensee is for one serwer?

Two different domains would indeed be two different licenses. SPi-V has no way of knowing the physical server it is running from, and only knows about its url/domain.
What you could do to save you from buying two licenses, is linking to a tour on a single domain from both domains. IE: both the .com and the .pl domain would link to the tour on the .com domain. The easiest, and least visible way of doing this is changing your object/embed code and point to a full url for the SPi-V.dcr file, eg:
<param name="src" value="http://example.com/SPi-V.dcr" />
(don't forget to make the same change in the embed line for non-ie browsers)
